Tell Preston to Calm Down

The guards in Solace Bridge Outskirts believe their youngest soldier, Private Preston, is on the verge of a panic attack. I was told that since he won't listen to them that a stranger telling him to calm down may help calm his nerves. I should look for him halfway up the dirt ramp that leads up to the bivouac from the river.
