This quest will be given three times, as you attach each piece to a Spirit Wheel. After you have attached all three items to a Spirit Wheel, you can now speak to a guard to complete this quest.

I was asked by a guard in Tanglemire to add new items to three spirit wheels. I just replaced an old totem in one of them for a new totem. After all 3 items are added, I'm supposed to let a guard know and they'll give me a reward. It was a pretty easy task... I doubt they'll give me much.
