Charlotte Gray is a child found inside a burning building during the Battle of Solace Bridge tutorial. Hearing her crying begins the optional Search the Building task, after which the Avatar can speak with her and offer to help her escape.
Charlotte is associated with the quests Rescue Charlotte! and Tell Abigail About Charlotte. The latter continues her story after the tutorial.

Quest role
The journal for Rescue Charlotte! records that the Avatar found Charlotte in a burning building and promised to help locate her parents. A July 2022 patch restored a missing flag granted when an Avatar agrees to escort her, confirming that the escort interaction remained part of the scene at that time.[1]
Rescuing Charlotte is optional and is not required to leave the starting scene. Avatars who investigate the crying, however, gain an early introduction to optional quests amid the unfortunate business of fleeing an undead attack.
