Fetid Water Fishing Level is determined by your base level (see Fetid Water Fishing skill) and by using any items that have the Fetid Water Fishing Level effect bonus.
In other words, the Fetid Water Fishing Level effect from an item temporarily adds additional levels to those already achieved by your Fetid Water Fishing skill.
The higher your Fetid Water Fishing Level, the greater your chance of catching fish in Fetid Water (especially rare fish).
