Citadel

It is known that those who sail through the center of the Great Storm will see lights beneath the waves. Legends tell that this is a great citadel, where the souls of all the dead mariners taken by the storm gather in quiet, peace, and perpetual tranquility.

Other tales are not so tranquil; they say the Citadel is in a constant state of war between souls of pirates, forced to fight against one another for eternity.
