Offer Help to Winifred is a Main Quest that is given by the Quest Giver NPC Lunden. This main quest has six attached Step Quests that are completed in order.

Outside Port Harmony's tavern, an excited commoner named Lunden tried to tell me how I could help him, but he kept stumbling over his words. Lunden eventually gave up and told me his friend, Winifred, would be able to explain how I could help them much better than he could.
