City lots are located in Villages, Towns, and Cities, with the highest density of City lots in Cities and Metopolises. The Player Owned Town City Water Lot Property Deed can be used to claim either a land-based City (or Town, Village, or Row) lot or a water-based City lot in a Player Owned Town. (NOTE: A house is not included with the property deed.)
