This Shroud of the Avatar Puzzle Map was done by LinkofHyrule using the puzzle pieces from the Update of the Avatar releases.
The map was slowly revealed over the course of development in 2013. Initially the map was missing many puzzle pieces; however, with each new release of the game, a puzzle piece was added that showed more of the lands New Britannia. Ultimately, all 35 puzzle pieces were added, and the map was completely revealed.
The process of the map completion was a method to help create anticipation and excitement, slowly revealing the map during development.
