These golems always apply an area of effect debuff called Magic Cancellation Field, which sets the attunement of every magic school to -200 (the debuff lasts 5 seconds, but keeps getting re-applied as long as the Avatar is near the golem). The golem does not need to attack to apply this debuff; it is applied simply by being near the golem.
