This item are obtained from Anne Faraday in Resolute. To get the Leggings, you must first complete a series of quests, which can be initiated by talking to Torben in Harvest. Torben will give you a quest to go see Anne Faraday in Resolute. When you talk to Anne, she will send you on a quest to a find book called "The Path of Eight Steps". When you give "The Path of Eight Steps" to Anna Faraday, she will give you the Plate Leggings of Courage.
