This is a Repeatable Quest offered by Vinicius, who is at the Elven Camp in Blood River Outskirts. Mention "heirloom" to Vinicius to obtain the quest. This quest can be done as many times per day a you want.
The Blood River Outskirts Elven Heirloom (which can only obtained after you have been given the Recover Heirloom for Vinicius quest) drops as loot from the Vigilantes in Blood River Outskirts. You can only carry one Blood River Outskirts Heirloom at a time.
Returned the Hierloom to Vinicius for a reward of gold and 16,000 XP (or 32,000 during double XP).
