Both approaches work, but I prefer the second.  It creates the same information, without requiring a separate page to describe each and every creature's required summoning level. I don't think I understand how User Pages and Talk are used? No matter. This is my page, and this what I'm currently doing:

P.S. Still wondering what to do about Young Dragons, Ferocious Wyverns, etc.. It doesn't seem necessary to list each variety of Young Dragon separately, but this is probably the easiest way to include them. It sounds like Ferocious Wyverns are more complicated?
