The slip is given to you by an Bounty Hunter in Roving Encounters (the bounty hunter appears after you have completed the wave battle in the roving encounter). You can only have 1 of these at a time. This slip can be given to a Altruist Monk for a reward of gold, experience points, and a Sword of Speed, Common.
