In this Wiki there is a page for the crafting material Spool of Thread. http://sotawiki.net/sota/Spool_of_Thread
This crafting material doesn't show up in current (R17)in-game recipes available from the Crafting Vendors in Owl's Head. The required component Flax Fiber seems to no longer exist in-game, so it is not possible to even try out the recipe.
In R17, cloth recipes now call for the crafting material Spool of Cotton Thread.
