This rare decorative item drops as loot from the Scarecrow (Creature) in South Quel Woods.
It cannot be crafted, and only drops as loot.
The "Horrific Scarecrow" is different than the Scarecrow (a decoration item that can only be crafted) and the Scarecrow (Creature) (an in-game foe).
