I came upon the Mayor of Blood Bay, Mayor Hinkley, who was in the middle of starting a trial against an accused thief. Evidently, the mayor was pulling double duty as both mayor and judge, which understandably made him very stressed out. He asked if I would take over as judge so he could go about his mayoral duties. I agreed. Oddly, I'm to start investigating the case by first speaking with a fellow called the Orator, as he has some important evidence for me.
