Scout is a friendly NPC that is standing near the entrance of Town Sieges.
He can give you two quests:
- Defeat All Cabalists in a Siege quest - a one-time quest that awards the Banner of Sacrifice.
- Collect Arcane Catalyst quest - a Daily Quest that awards the Shield of Attraction, Common.
