This spell summons an [[Ice Elemental]]. This [[Magic Summons]] has a "Freeze" attack (an attack that does damage, and if you have [[Water Magic Specialization]] it also has chance to decrease the [[Move Rate]] of the enemy). If you have water specialization, the ice elemental can apply a slowing debuff on the target (-0.2% [[Move Rate]] on the target per each additional level of [[Water Magic Specialization]]).  If your water specialization is zero (unlearned), the the debuff has no effect on the target (i.e. no change in target's move rate).
