The [[Citadel]] is a legend passed down by pirates and mariners of the [[Bay of Storms]]. It is known that those who sail through the center of the [[Great Storm]] will see lights beneath the waves. Legends tell that this is a great citadel, where the souls of all the dead mariners taken by the storm gather in quiet, peace, and perpetual tranquility.

Other tales are not so tranquil; they say the Citadel is in a constant state of war between souls of pirates, forced to fight against one another for eternity.
