This recipe can only be obtained in [[The Rise]], and drops as loot from only from the [[Obsidian Elf Archmage]]s and [[Obsidian Elf Warrior]]s that are all in a small room just southwest of the [[Flesh Flayer]]s (Location: 56.004, 25, 160.766; to get there, go to the rise shaft walkway where the troll is standing, then head through the south archway and head down the stairs).
